To the Neftaly Chairperson, Neftaly Board, Neftaly Royal Chiefs, and the entire Neftaly Human Capital Community,
I am honoured to launch the Neftaly Human Capital Resources Management Policy (NeftalyP415).
Efficient management of all resources—human, financial, technological, and physical—is critical to achieving Neftaly’s strategic objectives. This policy provides a structured framework for the planning, allocation, utilisation, monitoring, and optimisation of resources across the organisation.
It ensures transparency, accountability, and compliance while empowering Human Capital teams to operate effectively and sustainably.

NeftalyP415-2: Scope
This policy applies to:
- All Neftaly Human Capital staff, managers, interns, fellows, volunteers, and contractors.
- All resources including personnel, technology, financial assets, equipment, and operational facilities.
- Resource planning, allocation, utilisation, monitoring, and reporting within Human Capital.
- All internal and external operations requiring resource management oversight.
NeftalyP415-3: Definitions
Resources: Any asset—human, financial, technological, or physical—used to achieve organisational objectives.
Human Resources: Employees, volunteers, interns, and fellows contributing to Neftaly operations.
Financial Resources: Budgets, allowances, and funding allocated for Human Capital activities.
Physical Resources: Equipment, supplies, facilities, and operational assets.
Technological Resources: IT systems, software, and digital tools.
Resource Owner: Individual responsible for a resource’s management, utilisation, and reporting.
Resource Optimisation: Process of ensuring maximum value, efficiency, and productivity from all resources.
NeftalyP415-4: Objectives
- To standardise resource management practices across Human Capital.
- To optimise efficiency, productivity, and strategic value of resources.
- To ensure transparency, accountability, and compliance with policies and regulations.
- To protect organisational assets and minimise risks.

- To support continuous monitoring, reporting, and improvement of resource utilisation.
NeftalyP415-5: Roles and Responsibilities
5.1 Chief Executive Officer (CEO)
- Approves critical resource allocations and high-level resource strategies.
- Reviews reports on resource utilisation and optimisation.
5.2 Chief Human Capital Officer (NeftalyCHCR)
- Oversees implementation and compliance of the Resources Management Policy.
- Ensures monitoring, reporting, and optimisation of all Human Capital resources.
- Approves reallocations, corrective actions, and improvement plans.
5.3 Human Capital Resource Officers
- Manage day-to-day allocation, utilisation, and tracking of resources.
- Maintain resource registers, logs, and reports.
- Monitor efficiency and compliance with resource policies.
5.4 Line Managers & Supervisors
- Use resources efficiently within their teams.
- Identify additional resource requirements and submit requests.
- Support audits, monitoring, and reporting activities.
5.5 All Staff
- Use resources responsibly and in compliance with organisational policies.
- Report resource issues, misuse, shortages, or damages promptly.
- Cooperate with monitoring, audits, and optimisation processes.

6.1 Resource Planning
- Assess current resource availability and anticipated needs.
- Document Human Capital resource plans using Resource Planning Template (T415-01).
- Align plans with strategic and operational objectives.
6.2 Resource Allocation
- Assign resources according to approved plans.
- Record allocations in Resource Allocation Register (T415-02).
- Communicate responsibilities and expectations to staff.
6.3 Resource Utilisation and Monitoring
- Track resource usage through logs, audits, and reports.
- Monitor efficiency, productivity, and compliance.
- Document variances and corrective actions using Resource Monitoring Form (T415-03).
6.4 Resource Optimisation
- Identify underutilised resources for reallocation.
