NeftalyP417-1: CEO Address on the Launch of the Neftaly Human Capital Responsibility Management Policy
To the Neftaly Chairperson, Neftaly Board, Neftaly Royal Chiefs, and the entire Neftaly Human Capital Community,
I am honoured to launch the Neftaly Human Capital Responsibility Management Policy (NeftalyP417).
This policy is designed to define, communicate, and standardise responsibilities across all levels of Neftaly’s Human Capital function. Clear roles and accountability are essential for operational efficiency, effective governance, staff development, and organisational integrity.
By implementing this policy, Neftaly ensures that all personnel understand their duties, responsibilities, and reporting obligations while fostering a culture of accountability, transparency, and continuous improvement.

NeftalyP417-2: Scope
This policy applies to:
- All Neftaly Human Capital staff, interns, fellows, volunteers, and contractors.
- All levels of management, supervision, and team leadership.
- All internal and external activities where Human Capital responsibilities are assigned, monitored, or reported.
- All documentation, reporting, monitoring, and accountability processes related to HR, organisational operations, and governance.
NeftalyP417-3: Definitions
Responsibility: A duty or obligation assigned to a person or role within Neftaly to achieve specific outcomes.
Accountability: The requirement to report, explain, and take ownership of tasks and decisions.
Responsibility Matrix: A document outlining specific roles, duties, and accountability assignments.
Neftaly Officer: Any manager, supervisor, or employee assigned specific responsibilities.
Delegation: The formal assignment of responsibility from one officer to another, maintaining accountability.
NeftalyP417-4: Objectives
- To define, standardise, and communicate Human Capital responsibilities across Neftaly.
- To strengthen accountability, operational clarity, and efficiency.
- To provide clear guidance for delegation, reporting, and monitoring of responsibilities.
- To promote a culture of responsibility, integrity, and professionalism.
- To support governance, performance management, and risk mitigation.
- To ensure responsibilities are aligned with organisational goals, policies, and compliance standards.
NeftalyP417-5: Roles and Responsibilities
5.1 Chief Executive Officer (CEO)
- Approves the policy and major responsibility matrices.
- Oversees implementation of accountability frameworks at the executive level.
5.2 Chief Human Capital Officer (NeftalyCHCR)
- Implements and monitors the Responsibility Management Policy.
- Ensures consistent assignment and communication of responsibilities.
- Approves delegations, role changes, and corrective actions.
5.3 Line Managers and Supervisors
- Assign responsibilities within their teams using approved templates.
- Monitor completion and compliance of tasks.
- Ensure staff understand their duties and obligations.
5.4 All Staff
- Execute assigned responsibilities efficiently and ethically.
- Report progress, challenges, and outcomes transparently.
- Seek clarification when duties are unclear.
5.5 Human Capital Monitoring Unit
- Tracks responsibilities, deadlines, and completion.
- Prepares monthly, quarterly, and annual compliance reports.
- Supports corrective action plans when responsibilities are not fulfilled.
NeftalyP417-6: Procedures
6.1 Assigning Responsibilities
- Managers identify duties and objectives for each role.
- Responsibilities are documented in the Responsibility Assignment Form (T417-01).
- Delegations are recorded, and accountability remains with the delegating officer.
- Staff acknowledge assigned responsibilities in writing.
6.2 Monitoring and Reporting
- Responsibilities are tracked via the Responsibility Register (T417-02).
- Line managers provide weekly updates on task completion.
- Monthly reporting to NeftalyCHCR and quarterly review with CEO.
6.3 Review and Adjustment
- Responsibilities are reviewed during staff evaluations, team meetings, and annual planning cycles.
- Adjustments are documented, approved, and communicated.
6.4 Escalation
- Non-compliance or delayed completion is escalated using Escalation Form (T417-03).
- Escalation flows to Line Manager → CHCR → CEO (for critical cases).
6.5 Accountability
- Staff are accountable for all tasks assigned to them.
- Failure to fulfil responsibilities may lead to corrective measures according to HR policies.
