Today, we officially launch the Neftaly Human Capital SETA and QCTO Management Policy (NeftalyP564) to ensure proper engagement, compliance, and reporting with Sector Education and Training Authorities (SETA) and the Quality Council for Trades and Occupations (QCTO). This policy provides a structured framework for all Neftaly Officers, Chiefs, and Human Capital involved in skills development, accreditation, and reporting to these authorities.
By implementing NeftalyP564, Neftaly strengthens accountability, compliance, and professional development across all its operations. This ensures that training initiatives, learnerships, and qualifications meet national standards and regulatory requirements, while aligning with Neftaly’s strategic objectives.

This Neftaly Policy applies to:
- All Neftaly Human Capital participating in learnerships, training, and skills programs.
- Neftaly Officers and Chiefs responsible for SETA and QCTO engagement.
- All documentation, submissions, and reporting to SETA and QCTO.
- Compliance with accreditation, skills development, and workplace learning standards.
NeftalyP564-3: Neftaly Definitions
- SETA (Sector Education and Training Authority): Regulatory bodies overseeing skills development and training compliance in South Africa.
- QCTO (Quality Council for Trades and Occupations): Authority responsible for occupational qualifications and quality assurance in technical education and training.

NeftalyP564-6-1: WSP Submission
- Each department identifies skills gaps and submits a Workplace Skills Plan (WSP) using Neftaly WSP Template (NeftalyT564-01).
- Submit WSPs to Neftaly Chief Human Capital Officer for approval and onward submission to the relevant SETA.
NeftalyP564-6-2: ATR Submission
- At year-end, all training outcomes and attendance are compiled into an Annual Training Report (ATR) using Neftaly ATR Template (NeftalyT564-02).
- Submit ATRs to SETA and QCTO within prescribed deadlines.
NeftalyP564-6-3: Verification and Approval
- All training and learnership data is verified by Neftaly Learning and Development Officers.
- Approvals are signed off by Neftaly Chief Human Capital Officer before submission to SETA/QCTO.

- Maintain all documentation including WSPs, ATRs, attendance registers, and correspondence in Neftaly Records Management System.
- Ensure secure storage for audits and compliance reviews.
