6.1 Human Capital Department
- Leads partnership planning, negotiation, documentation, and monitoring.
- Maintains partnership records and reports.
- Ensures legal and HR compliance.
6.2 Partnership Manager / Officer
- Primary contact for partners.
- Develops engagement plans and ensures implementation.
- Coordinates communication, meetings, and activities.
- Monitors KPIs and produces reports.
6.3 Legal & Compliance
- Reviews MOUs, contracts, SLAs, NDAs.
- Ensures POPIA and HR regulatory compliance.
6.4 Finance Department
- Manages financial clauses, budgets, cost-sharing, and invoicing.
6.5 Monitoring & Evaluation (M&E)
- Evaluates partnership performance and impact.
- Produces quarterly/annual evaluation reports.
6.6 Senior Management
- Approves partnership initiation and termination.
- Provides oversight and strategic direction.
7. Partnership Categories

8. Policy Statements
- All partnerships must be formally documented.
- Verbal agreements are not permitted.
- No staff member may commit Neftaly without written approval.
- All agreements must follow Neftaly templates.
- Each partnership must have a designated Partnership Owner.
- Partnership performance must be monitored quarterly.
- Partners must adhere to ethical, legal, and safety obligations.
- Partnerships may be terminated if they fail to meet expectations.
9. Procedures & Processes
9.1 Partnership Initiation Process
- Identify opportunity or need.
- Conduct Partner Due Diligence (Form P345-A).
- Assess strategic alignment.
- Submit Partnership Proposal (Form P345-B).
- Obtain approval from Management.
- Proceed to drafting MOU/Agreement.
9.2 Agreement Development Process
- Draft agreement using templates.
- Legal review and compliance check.
- Negotiation with partner.

9.4 Monitoring & Evaluation (M&E) Process
- Collect data on outputs and outcomes.
- Conduct quarterly performance evaluation.
- Complete Partnership Performance Report (Form P345-D).
- Identify challenges and corrective actions.
- Recommend partnership continuation or termination.
- Neftaly Partners whether internal or external should understand that Neftaly has its own values and principles it is therefore unacceptable for Neftaly partners to cause confusion into Neftaly’s mandates
9.5 Communication Process
- Establish communication channels (email, meetings, platforms).
- Keep minutes for all partnership meetings.
- Record progress updates using Progress Update Template (P345-E).
- Share reports with stakeholders as required.
9.6 Termination Process
Partnership may be closed due to:
- Neftaly does not wish to engage partners who have their own governance or operational issues should a partner feels that they can’t manage their own affairs they must leave Neftaly out of it
- Contract completion
- Neftaly Clients and Neftaly Clients must understand that they are here to assist Neftaly in achieving its Mandate should a Neftaly Funder feel they have Godly authority above Neftaly the relationship will be terminated immediately
- Neftaly Partners needs to understand that they are partners not Neftaly God therefore the partnership should stick to what has been agreed upon any Neftaly Partner who goes beyond their mandated relationship will be put to shame immediately
- Neftaly Partners should ask themselves if whether they are funding a part of Neftaly or they are funding the full company if they are in any then they should know their position on that otherwise this clause will remind them
- Neftaly Partners should focus on what the partnership is all about and leave Neftaly Internal Affairs for Neftaly Team to resolve them
