I am honoured to launch the Neftaly Human Capital Scholarship Management Policy (NeftalyP439).
This policy provides a comprehensive framework for managing scholarships for Neftaly staff, learners, and stakeholders. It standardises procedures for application, assessment, approval, award, monitoring, and reporting, ensuring transparency, fairness, and alignment with organisational strategic objectives.
By implementing this policy, Neftaly reinforces its commitment to education, professional development, and talent empowerment.

This policy applies to:
- All Neftaly Human Capital staff, learners, and stakeholders eligible for scholarships.
- Management of internal and external scholarships, bursaries, and study grants.
- Administration, monitoring, evaluation, and reporting of scholarships.
- Compliance with legal, regulatory, and organisational requirements.
NeftalyP439-3: Definitions
Scholarship: Financial or non-financial support granted to an individual to pursue education or professional development.
Applicant: Person applying for a scholarship.
Scholarship Committee: Team responsible for assessing, approving, and monitoring scholarship applications.
Award Letter: Official document confirming the grant of a scholarship.
Monitoring and Evaluation: Process of tracking progress, performance, and compliance of scholarship recipients.

- To ensure fair, transparent, and merit-based scholarship management.

5.1 Chief Executive Officer (CEO)
- Approves scholarship policies, major awards, and strategic scholarship programs.
- Reviews high-level scholarship reports and outcomes.
5.2 Chief Human Capital Officer (NeftalyCHCR)
- Oversees implementation, compliance, and monitoring of scholarship management.
- Ensures scholarships align with organisational priorities.
5.3 Scholarship Committee / Human Capital Team
- Review applications and assess eligibility and merit.
- Approve awards based on criteria and available resources.
- Monitor recipients’ performance and compliance.
5.4 Line Managers / Supervisors
- Support eligible staff in scholarship applications.
- Monitor progress of staff scholarship recipients.
5.5 Scholarship Recipients / Participants
- Adhere to scholarship terms, conditions, and reporting requirements.
- Submit required academic or progress reports.

6.1 Scholarship Design and Approval
- Define objectives, eligibility, criteria, duration, and benefits.
- Submit proposal using T439-01: Scholarship Proposal Form.
- Obtain approval from CHCR and CEO.
6.2 Application Process
