NeftalyP322-1-1 Neftaly is committed to maintaining effective communication and documentation practices to ensure clarity, compliance, and accountability across its Human Capital operations. The Neftaly Human Capital Notice Management Policy (NeftalyP322) provides a structured framework for creating, distributing, and managing official notices within the organization.

NeftalyP322-1-2 This policy ensures that all formal communications—such as announcements, warnings, meeting notices, policy updates, and administrative notifications—are issued through proper channels, properly documented, and aligned with Neftaly’s Royal governance standards.


NeftalyP322-2 Purpose

NeftalyP322-2-1 The purpose of this policy is to:

  • NeftalyP322-2-1-1 Define a consistent process for issuing, recording, and acknowledging all official notices within Neftaly.
  • NeftalyP322-2-1-2 Ensure transparency and traceability of all internal and external communications classified as official notices.
  • NeftalyP322-2-1-3 Promote accountability and timely communication between Neftaly Royals, Officers, and Human Capital.
  • NeftalyP322-2-1-4 Maintain proper documentation of notices for compliance, auditing, and operational reference.

NeftalyP322-3 Scope

NeftalyP322-3-1 This policy applies to:

  • NeftalyP322-3-1-1 All Neftaly Royals, Deputy Chiefs, Officers, and Human Capital.
  • NeftalyP322-3-1-2 All forms of notices including administrative, disciplinary, meeting, compliance, and operational notices.
  • NeftalyP322-3-1-3 All communication platforms authorized by Neftaly for internal and external notifications (e.g., official email, Neftaly portals, bulletin boards, and apps).

NeftalyP322-4 Definitions

  • NeftalyP322-4-1 Notice: A formal written or electronic communication issued to inform, instruct, or alert Human Capital of an official matter.
  • NeftalyP322-4-2 Notice Issuer: The authorized person or office responsible for drafting and sending a notice.
  • NeftalyP322-4-3 Acknowledgement: A confirmation of receipt and understanding of the notice by the recipient.
  • NeftalyP322-4-4 Notice Register: The official log of all notices issued within Neftaly.
  • NeftalyP322-4-5 Urgent Notice: A notice requiring immediate acknowledgment and/or action from recipients.

NeftalyP322-5 Guiding Principles

  • NeftalyP322-5-1 Accuracy: All notices must be factual, clear, and approved before dissemination.
  • NeftalyP322-5-2 Accountability: All issuers and recipients are responsible for proper handling of notices.
  • NeftalyP322-5-3 Confidentiality: Notices containing sensitive information must follow NeftalyP108 (Confidentiality Management Policy).
  • NeftalyP322-5-4 Timeliness: Notices must be issued and responded to within designated timelines.
  • NeftalyP322-5-5 Transparency: All notices must be traceable and archived for future reference.

    NeftalyP322-6 Roles and Responsibilities

    NeftalyP322-7 Procedures

    NeftalyP322-7-1 Notice Creation and Approval

    • NeftalyP322-7-1-1 The issuer drafts the notice using the Notice Template (NeftalyF322-01).
    • NeftalyP322-7-1-2 All notices must include the subject, date, issuing authority, reference number, and required actions.
    • NeftalyP322-7-1-3 The draft notice is reviewed and approved by the CHCO or relevant Royal Director before release.
    • NeftalyP322-7-1-4 Sensitive notices (e.g., disciplinary or compliance-related) require CEO approval.

      NeftalyP322-7-2 Notice Distribution

      • NeftalyP322-7-2-1 Approved notices are distributed via official channels such as:
        • Neftaly email system
        • Neftaly App or portal notifications
        • Bulletin boards for physical display
      • NeftalyP322-7-2-2 Notices requiring acknowledgment must include a response deadline and reference code.
      • NeftalyP322-7-2-3 Copies are automatically stored in the Notice Register (NeftalyD322-01).

        NeftalyP322-7-3 Acknowledgment and Compliance

        • NeftalyP322-7-3-1 All recipients must acknowledge receipt within 48 hours using the Notice Acknowledgement Form (NeftalyF322-02).
        • NeftalyP322-7-3-2 Where action is required, the responsible Human Capital must complete the task within the specified timeframe.
        • NeftalyP322-7-3-3 Non-response or failure to comply may lead to disciplinary action as defined in NeftalyP092 (Code Management Policy).

          NeftalyP322-7-4 Archiving and Recordkeeping

          • NeftalyP322-7-4-1 All notices are assigned a unique reference number and stored digitally in the Notice Archive (NeftalyD322-02).
          • NeftalyP322-7-4-2 The Governance Office retains all notices for a minimum of five (5) years.
          • NeftalyP322-7-4-3 Archived notices must be readily accessible for audits, investigations, or compliance reviews.

            NeftalyP322-7-5 Urgent or Emergency Notices

            • NeftalyP322-7-5-1 In urgent cases, verbal notices may be issued but must be followed by a written confirmation within 24 hours.
            • NeftalyP322-7-5-2 Emergency notices (e.g., closures, security alerts) must be approved by the CHCO or CEO.
            • NeftalyP322-7-5-3 The Emergency Notice Template (NeftalyF322-03) must be used in such cases.

              NeftalyP322-11 Monitoring and Review

              NeftalyP322-11-1 The CHCO, with support from the Governance Office, will review this policy annually to ensure its relevance and compliance with Neftaly operational standards. Any updates or amendments must be approved by the CEO.
