3. Purpose of the Meeting
Mr. Richard Molefe began by asking the purpose of the meeting. Mr. Puluko Nkiwane responded that Neftaly and NeftalyRoyal had come to HWSETA to seek clarification and guidance regarding the five interns who were replaced within the internship programme.
Mr. Nkiwane explained that:
Neftaly had initially submitted five interns to HWSETA.
Four of these interns had resigned or dropped out within the first month.
To ensure continuity and maintain the program’s effectiveness, Neftaly proceeded to replace the interns. However, since no formal communication or confirmation had been received regarding this matter, Neftaly sought clarity on the way forward.
4. HWSETA’s Response and Clarification
Mr. Molefe explained that:
HWSETA discourages the replacement of interns within the first month of placement because the programme is designed to expose participants to the world of work over a 12-month period.
If replacements occur early (e.g., within one or two months), the host organisation must formally write to HWSETA explaining the situation.
The organisation must also commit to extending the internship period for the replacement learners so that each participant still completes 12 full months of practical experience. For example, if a learner is replaced after two months, the organisation should add two additional months at the end of the programme.
Mr. Molefe further requested Neftaly to provide:
Proof of payment for stipends paid to the interns.
Attendance registers for all learners currently participating in the programme.
Mr. Nkiwane confirmed that Neftaly has both the proof of payment records and attendance registers available for submission.
5. Monitoring and Reporting Requirements
Mrs. Thilivhali Netshiongolwe requested that Neftaly:
Submit a progress report detailing the current status of all interns, including the replaced learners.
Include updates on the learning progress, challenges, and interventions.
She also indicated that she will schedule a Monitoring and Evaluation (M&E) visit once the progress report has been received.
6. Office Relocation Notification Process
Mr. Nkiwane inquired about the appropriate process for notifying HWSETA of Neftaly’s relocation to a new office. Mrs. Netshiongolwe advised that Neftaly should formally write a letter to HWSETA, informing them of:
The new office address,
The date of relocation, and
Any possible impact on the internship programme operations.
Submit all learner agreements and MOA documentation
Neftaly
Immediately
Provide proof of payment and attendance registers
Neftaly
Upon request from HWSETA
Schedule monitoring and evaluation visit

Mr. Mputla closed the meeting with a prayer, expressing appreciation for the collaborative spirit shown by both Neftaly and HWSETA representatives.
Meeting adjourned at 12:00 PM.
9. Summary Report
The meeting successfully clarified the procedures regarding the replacement of interns under the HWSETA-funded internship programme. Key outcomes include:
Understanding that early replacement requires a formal written explanation and extension of the internship duration for the new learners.
Confirmation that Neftaly possesses the required documentation (proof of payment, registers, MOAs).
Agreement to submit a progress report and prepare for an upcoming monitoring visit.
Clarity on the procedure for office relocation notification.
Neftaly will now compile and submit all required documents to HWSETA for verification and compliance purposes.
