The Neftaly Royal Committee hereby issues this formal letter in support of the request submitted by Ms. Sinentlantla Mabusela, Neftaly Chief Human Capital Officer, regarding the extension of the implementation of Policy P238 to January of the coming year.

As the Royal Board, we confirm that we are in full agreement with Ms. Mabusela’s assessment of the current reporting requirements and the status of submissions. Based on the information presented to the Board, it is clear that the current reports do not yet fully comply with the revised provisions of the recently amended policy, largely due to the limited operational communication and adoption across all Human Capital units.

The Royal Board fully understands and emphasizes the importance of adhering to established procedures and governance standards. However, we also formally acknowledge that, due to internal challenges within the network and reporting systems, as well as a lack of sufficient understanding of the updated policy requirements, the current environment does not yet support proper and accurate submission in line with Policy P238.

We further support the need for additional time to allow for structured capacity-building interventions, including the proposed comprehensive workshop for Human Capital teams. This intervention will play a critical role in strengthening compliance, improving reporting accuracy, and ensuring full alignment with the revised policy framework.

In view of the approaching year-end closure, and to avoid procedural non-compliance, the Neftaly Royal Committee fully supports the request that the implementation of Policy P238 be formally postponed to January of next year. We firmly believe this extension will facilitate a smoother, well-coordinated, and fully compliant rollout.

The reports have been attached from the individual chiefs as per the requirements.

The Royal Committee remains committed to strong governance, accountability, and full regulatory adherence within Neftaly.
